In September 2018, the Insurance Institute for Highway Safety (IIHS) reported that the eight largest North American manufacturers of semi trailers had earned the IIHS TOUGHGUARD award after making rear guards capable of preventing deadly underride seven years after the IIHS had found serious shortcomings in the rear underride guards of most semi trailers. The Stop Underrides Act of 2017 was introduced in the United States Senate and would amend federal transportation law to require the United States Department of Transportation (DOT) to issue a final rule requiring the installation of rear underride guards meeting a specified performance standard on all trailers, semi-trailers, and single unit trucks with a gross vehicle weight rating of more than 10,000 pounds.

Causes of Carriage Underride Accidents

The IIHS reported in 2013 that engineers put trailers from the eight largest manufacturers through a series of progressively tougher crash tests. All of the trailers had underride guards that satisfying both United States and Canadian standards requiring guards to withstand a certain amount of force at various points.

A 2010 Chevrolet Malibu was used to strike a parked truck at 35 mph in each test. While all eight guards successfully prevented underride in full-width tests, every trailer except one from the Canadian manufacturer Manac failed when the overlap was reduced to 30 percent.
